Anser Advisory Appoints Carlos Rubinstein as Infrastructure Investment and Jobs Act (IIJA) and Texas Special Advisor

Accomplished Water Leader Expands Anser Advisory's IIJA and Water Capabilities in Texas

AUSTIN, Texas--(BUSINESS WIRE)--Anser Advisory announced today that it has appointed Carlos Rubinstein as IIJA and Texas Special Advisor.

Mr. Rubinstein has over 38 years of experience in state and municipal management and regulation. He previously served as Chairman of the Texas Water Development Board, Commissioner of the Texas Commission on Environmental Quality, and City Manager of Brownsville, Texas. His expertise includes an emphasis on water management, water resources, international water treaties, water quality, environmental enforcement, compliance, and waste management.

In his new role, Mr. Rubinstein will help Anser Advisory clients develop and implement solutions to Texas's water and environmental management challenges. His work will focus on innovative program delivery and supporting clients with the significant water infrastructure opportunities that will be possible through the Infrastructure Investment and Jobs Act (IIJA).
