MITRE Engenuity and The Semiconductor Alliance Release Vision for the National Semiconductor Technology Center to Focus on American Innovation for American Growth

MCLEAN, Va. & BEDFORD, Mass.--()--MITRE Engenuity and its industry working group, The Semiconductor Alliance, have published American Innovation for American Growth, a white paper summarizing their whole-of-nation call to action for a fair and objective National Semiconductor Technology Center (NSTC).

The Semiconductor Alliance, led by MITRE Engenuity, is comprised of individual experts from all facets of the U.S. semiconductor ecosystem, including integrated device manufacturers, fabless chip companies, providers of infrastructure, design and manufacturing tools, and technology innovators from industry and academia. These stakeholders have joined together to create a vision and path for a more resilient and innovation-focused semiconductor supply chain, one that ensures American innovation truly leads to American growth.

In response to the 2021 National Defense Authorization Act that calls for the creation of an NSTC and government investment in the industry, the paper “American Innovation, American Growth: A Vision for the National Semiconductor Technology Center” was authored by an unprecedented collection of action-oriented leaders from across the U.S. semiconductor ecosystem.

“We must ensure that American innovation leads to American growth,” says Edlyn Levine, PhD, chief technologist, MITRE Engenuity. “The United States needs to lead in next generation information technologies by embracing a bold technology portfolio to drive revolutionary rather than evolutionary breakthroughs and to build the capabilities to ensure that what we invent here can be produced here and not offshored.”

During a talk with Washington Post Live on the importance of the U.S. semiconductor industry, Secretary of Commerce Gina Raimondo pointed out the dire need for investment in American innovation: “Our entrepreneurs are the best in the world, but we need to make sure that we make the investments necessary for them to compete.”

Appropriating funds for the National Semiconductor Technology Center is a critical measure the government must take to keep pace with this vision for the industry. In this paper, The Semiconductor Alliance lays out guidance for building an NSTC that ensures resources from government and industry truly augment efforts to accelerate innovation, workforce development, and investment in semiconductors and the industries that rely on them.

As Chief Acceleration Officer at MITRE, and MITRE Engenuity leader, Laurie Giandomenico, PhD, calls for nationwide action to address the U.S.-China strategic competition: “It is more crucial than ever before, to embrace, accelerate, and guide deep tech innovation for public good in industries that deeply impact both national security and economic stability. It is not enough to lead the design of new chips, we must create incentives, stimulate investment, build the workforce, and lead technology advancements across the whole value chain.”

American Innovation, American Growth is the first significant, collective work of The Semiconductor Alliance and signifies a nationwide commitment to creating semiconductor supply chain resiliency and translating U.S. innovation in semiconductors into a sustaining stream of technological advances, job growth, and economic development aligned with democratic principles.
