Building a domestic and international framework to enhance our cybersecurity defenses continues to perplex policymakers and private industry. General consensus was that information-sharing would be the first step, but opinions of its efficacy vary widely. The Internet is no longer merely an e-commerce platform, but is deeply enmeshed in every aspect of our lives. As more business and communication is conducted online and the Internet of Things grows exponentially, so do the opportunities for attackers to exploit vulnerabilities in our commercial and critical systems, and information sharing won’t solve the underlying problem. Now that CISA has passed, we turn our attention to addressing the next series of threats and questions. What legal frameworks and international norms need to be created? What are the most effective ways to assess, prioritize and minimize risk? How should intelligence, law enforcement, and the military be involved in protecting critical infrastructure and critical data from attackers?
