ATMIA USA – Working for Its Members and the Industry!

SIOUX FALLS, S.D.--()--The ATM Industry Association (ATMIA) has released a comprehensive review of recent and ongoing advocacy efforts for its USA members. “Some of the initiatives that ATMIA contributes to, such as the elimination of duplicate fee notices at the ATM, are very visible and involve broad industry coalitions,” says David Tente, ATMIA USA Executive Director. “Others, such as our support during the Windows® 7 migration and efforts to reduce withdrawal dispute (Reg E) fraud, are less visible, but every bit as important to the health of the ATM industry.”

The article released today is intended to provide ATMIA USA members with an overview of current advocacy efforts, so that they can become more engaged with the issues most important to their own organizations. And to familiarize non-members with the broad range of industry, regulatory, and operational issues that ATMIA is addressing on behalf of the ATM and payments industries.

Past advocacy successes include:

  • The revision of Reg E – eliminating the requirement for duplicate fee notices.
  • Support during Windows® 7 migration – including development of ‘ATM OS Migration Cost Model’ tool.
  • Passage of Tennessee Senate Bill 1478 – granting independents the right to own and operate ATMs.

Current and ongoing activities:

  • Founding member of the EMF ATM Working Committee – ensuring that the voice of the ATM industry would be an integral part of EMV migration discussions.
  • Providing free ATM compliance and regulatory monitoring services – including email alerts on new law and legislative activity.
  • Federal Reserve Faster Payments Task Force – a founding member and only representative of the ATM industry.
  • Investigating the feasibility of alternative ATM operating systems – to identify potential alternatives now and create a framework for evaluating risks and benefits.
  • Promoting the importance of cash – and counteracting the efforts of those seeking to diminish its use and economic value.
  • ATM operator/acquirer routing choice – is a Dodd-Frank rule change that would generate greater competition between ATM networks.
  • Withdrawal dispute fraud – has become a $25 million problem that can be significantly reduced, with the cooperation of industry stakeholders.
  • Support for variable (discriminatory) surcharging – which allows ATM operators and market forces to determine convenience fees.
  • Lack of transparency for “foreign bank” fees – could result in monstrously burdensome requirements for ATM operators.
