DENVER--(BUSINESS WIRE)--The State of Colorado has upgraded its Transparency Online Project (TOP) website, which provides the public with access to the state government’s financial records. Colorado Interactive LLC., which works under a contract with the State Internet Portal Authority (SIPA), partnered with the Department of Personnel & Administration (DPA) and the Governor’s Office of Information Technology (OIT) to upgrade the site, dramatically improving search functionality.
“The upgrade of the Transparency Online Project website means that Colorado citizens can now more easily access and search their state government’s financial records,” said DPA Interim Executive Director Kara Veitch. “We are proud to be able to provide transparent access to this kind of detailed information, which fosters added public trust and government accountability.”
The TOP website offers open access to Colorado’s financial records and is the state’s official public finance resource. This easy-to-use tool provides meaningful information about how the state government utilizes public funds and where those funds come from. The new site allows users to search financial records by organization, vendor, funds, category or any combination of the four.
The Transparency Online Project is intended to reduce the time and cost associated with common records requests and maximizes convenience for Colorado citizens in accessing state financial information. It was initially created by an Executive Order of the Governor in April 2009 and adopted into state statute by the legislature in 2009.

Any information that is not available on the TOP website remains available to the public in accordance with the Colorado Open Records Act. The website contains data for fiscal year 2015, as well as access to an archive of data from fiscal years 2009-2014.
