Accenture Awarded Contract for California Department of Consumer Affairs Licensing System

SACRAMENTO, Calif.--()--Accenture (NYSE: ACN) has been awarded a nine-year contract by the California Department of Consumer Affairs to develop and implement a licensing and enforcement system, known as BreEZe, to support the boards and bureaus represented by the Department.

Licensing and enforcement is integral to the Department’s role in protecting and serving consumers. It issues licenses in more than 100 business and professional categories, including doctors, dentists, contractors, cosmetologists and automotive repair specialists. Its structure includes nearly 40 regulatory entities that establish minimum professional qualifications and levels of competency, certify practitioners, investigate complaints, and discipline violators.

Accenture, a leading provider of public service operations best practices to government agencies, is to deliver an integrated enterprise licensing system to replace numerous disparate and outdated legacy systems that have made citizen interaction with the Department and licensing process complex. BreEZe also will provide enhanced online capabilities to serve citizens and businesses.

“Right now we have a very limited website for our consumers, so they don’t have a lot of access to our services,” said the Department’s BreEZe project manager Brandon Rutschmann. “This system is going to put a huge presence out there on the web.”

The new system also will improve back-office functionality for the Department. It will facilitate the Department’s coordination across the boards and bureaus covered by its mandate, enable faster customer service, and provide the Department with much greater flexibility to accommodate legal, policy, and licensing program changes.

“This new system will bring huge positive changes to how the California Department of Consumer Affairs serves citizens, while modernizing, simplifying and increasing the flexibility of the technology framework behind the Department’s licensing system,” said Jens Egerland, managing director of Accenture’s Health & Public Service business in California.

Accenture will implement the Versa Suite of commercial off-the-shelf (COTS) products developed by Iron Data Solutions, Inc. to deliver the central office system and online citizen services required for BreEZe.

In addition to Iron Data Solutions, Apian Consulting and Cambria Solutions will be working as sub-contractors to Accenture on the project.
