Most recently, Conlan served as Deputy Legislative Director to Senator Tammy Baldwin (D-WI), leading the Senator’s economic policy agenda.

As a senior aide to Senator Baldwin, Conlan advised on a broad range of economic issues: capital markets, international trade, insurance regulation, housing finance, and the taxation of corporations and capital gains. This also encompassed any economic issues within the jurisdictions of her Committees: Appropriations; Health, Education, Labor, and Pensions; and, Commerce, Science, and Transportation.

Prior to serving as Deputy Legislative Director, Conlan was the Senator’s Senior Economic Policy Advisor. Conlan was first hired by Congresswoman Baldwin in 2010 and later joined her successful 2012 campaign for Senate—the first election of an openly gay U.S. Senator in American history.
