Reading Horizons® Discovery Receives Prestigious Texas SBOE Approved Instructional Materials Designation

Districts can receive $40 per student annually to support the implementation of Reading Horizons, increasing access.

KAYSVILLE, Utah--()--Reading Horizons® Discovery has been recognized as a Texas SBOE Approved Instructional Material, earning a tier-one designation for K–3 English phonics. This esteemed approval was granted through the rigorous Instructional Materials Review and Approval (IMRA) process established under Texas House Bill 1605. Reading Horizons was awarded 100% alignment and zero objections from the review board.

This designation affirms Reading Horizons® Discovery’s exceptional quality, alignment with state standards, and proven effectiveness in supporting foundational literacy development.

Administrators and educators across Texas continue to validate the program's effectiveness. “Reading Horizons® Discovery has been a game-changer!” said Madeline Stewart, an elementary school teacher in Montgomery ISD. “With the toolkits and real-time coaching, I’m always prepared for phonics instruction.”

And, when teachers are empowered, students benefit, too. “After just one year of using Reading Horizons®, our first and second-grade students entered the new year more prepared than ever,” shared Karen Hearn, K–5 English Language Arts Coordinator for Clear Creek ISD. The data reflects this success: as of November 2024, 77% of kindergarten students, 90% of first graders, 93% of second graders, and 95% of third graders are scoring in the Needs Enrichment category. Districts can use their $40 per student allotment from the Instructional Materials Allotment (IMA) to implement Reading Horizons® Discovery. This funding ensures statewide accessibility, driving improved literacy outcomes across Texas classrooms.
