HdL Companies began its legacy of service to public agencies in 1983. The company’s founder, Robert Hinderliter, a City Manager and Finance Director, developed California's first comprehensive sales tax management program and secured legislation allowing for independent verification of state allocations. By 1987, Robert Hinderliter and Lloyd de Llamas joined forces and changed the company name to Hinderliter, de Llamas & Associates. With 25 clients and three part-time employees, HdL began serving public agencies by laboriously entering each taxpayer registration and monthly allocation manually into spreadsheets.

By 2010, HdL had become an Employee-Owned company, grown to over 300 clients, and was joined by some of the most experienced local government employees,” stated HdL Co-Founder, Lloyd de Llamas.
Fast forward to 2023, HdL is celebrating four decades of growing revenue, opportunities, and partnerships. The firm has recovered over $3 billion in revenue, serves over 700 clients, and provides a full assortment of public agency revenue management services including misallocation recovery, tax and fee administration, economic development, indirect cost recovery, local tax software, cannabis compliance, and more. HdL now employs over 250 team members and has offices nationwide.
