SACRAMENTO, Calif.--(BUSINESS WIRE)--Past Senator Dean Florez, CEO of Balance Public Relations, is proud to announce the addition of Elaine M. Howle, the former California State Auditor, who will begin with the firm on November 1, 2022 as Principal Chief Strategist.
Howle, who retired at the end of 2021, began her career at the Auditor’s Office in 1983 as a performance/policy evaluator. She later worked her way up to lead the Office for over 20 years. Under her leadership, the California State Auditor’s Office grew from a steadfast financial and compliance watchdog into a robust government accountability and policy powerhouse that has been recognized both nationally and internationally. Along the way, she tackled the state’s most intractable problems, and uncovered fraud, waste, mismanagement, and abuse of power, while providing numerous unbiased and nonpartisan analyses, and thousands of recommendations to improve efficiency and increase compliance.
A certified public accountant and certified government financial manager, Howle most recently served as president of the National Association of State Auditors, Comptrollers and Treasurers. Recognized as a leader and for her outstanding accomplishments both locally and nationally, Howle received numerous leadership and impact awards during her tenure as State Auditor.
Having been appointed by three governors from both political parties, Howle served five terms as Auditor, holding the distinction of making her the longest serving State Auditor in California’s history. During her tenure as State Auditor, Howle earned widespread, bipartisan respect from legislators and is known for her integrity and attention to detail.
