"For 25 years, state Costa Hawkins law has tied our hands, with devastating impacts on the city’s housing situation. While we are starting to see news that rents are coming down due to COVID, they remain far out of reach for many San Franciscans. This means that teachers, police officers, healthcare workers, first responders, and other essential workers have had to move farther and farther out of the city, farther from work, putting at risk our city's ability to maintain essential functions and respond to emergencies,” said the Honorable Hilary Ronen, San Francisco Supervisor representing District 9. “Prop. 21 is a measured, balanced approach to allow cities the flexibility to consider local community housing needs and legislate protections that are appropriate to local conditions."

“It is both a high-water mark and an honor to have such enthusiastic support from so many distinguished Bay Area legislators, groups and individuals, most notably, the San Francisco Board of Supervisors’ unanimous vote last week endorsing Proposition 21,” said Susie Shannon, policy director for the Yes on 21 campaign. “The Bay Area has long been a hot spot and microcosm of California’s housing affordability crisis. Now more than ever, Proposition 21 is needed to help keep California families in their homes, especially at a time when millions of Californians face even further housing insecurity due to the devastating economic impact of COVID-19.”

Proposition 21

When passed, Proposition 21 will remove current state law restrictions, giving cities and counties the power to implement and expand rent control policies that limit how much rents can increase each year. It would allow local communities to:

  • Expand rent control to more buildings while exempting newly constructed buildings.
  • Exempt single-family homeowners who own up to two homes.
  • Allow limits on rent increases when a new renter moves in.
