NEW YORK--(BUSINESS WIRE)--Guidepost Solutions, a global leader in compliance, investigations, and security consulting, has appointed Matthew L. Levine as president of Financial and Regulatory Compliance Services and Megan Prendergast Millard as a senior managing director. The two join the firm from the New York State Department of Financial Services (DFS), where they both worked on some of the most significant investigations and enforcement actions conducted by DFS in recent years.

Levine served most recently as Executive Deputy Superintendent for Enforcement at DFS, reporting directly to the Superintendent, and Millard as Deputy Superintendent for Enforcement at DFS. There, they led the financial regulator’s major investigations and enforcement actions, including an enforcement action against Deutsche Bank for anti-money laundering compliance violations relating to Russian money laundering; an enforcement action against Standard Chartered Bank for compliance failures relating to the violation of economic sanctions against Iran; an enforcement against Barclays Bank for irregularities in its whistleblowing program; and enforcement actions against Chubb Insurance and Lloyds of London for violations of the insurance law relating to the sale of self-defense insurance for the National Rifle Association. Levine and Millard also oversaw investigations involving cybercrime, cybersecurity, virtual currency and market manipulation; supervised DFS monitorships; and acted as the principal point of coordination on enforcement matters with other domestic and foreign regulators as well as the U.S. Department of Justice (DOJ).
Levine previously served for approximately a decade in DOJ, as a federal prosecutor in both the District of Columbia and Eastern District of New York. In the Eastern District, he served as the Acting Chief of the Business & Securities Fraud Section, where he supervised a group of federal prosecutors conducting major securities fraud and other white-collar prosecutions. Levine began his DOJ career as Deputy Director for Intergovernmental Affairs, where he focused on law enforcement policy and relations with other federal and state law enforcement agencies. Levine clerked for United States District Judge Barefoot Sanders in Dallas, Texas. He earned his J.D. at Columbia School of Law and a B.A. in Government at Lehigh University.
Previously, Millard worked for the Dreyfus Corporation and served as a Senior Assistant District Attorney for the Office of the District Attorney in Kings County, New York. She earned her J.D. cum laude from St. John’s University School of Law and a B.A. in American Studies at Fordham University.
