DALLAS--()--The Dallas Housing Authority (DHA) announced today that it has a new board chair, vice chair and commissioner. DHA’s five-member board of commissioners is responsible for setting policy as well as providing governance and fiduciary oversight of the agency. The board elected Victor Vital to serve as the agency’s new chairman and Jim Garner as the new vice chairman.

Mr. Vital is a partner and trial lawyer in Barnes & Thornburg’s Dallas office. He was appointed to DHA’s board of commissioners by Dallas Mayor Mike Rawlings in July of 2014. Mr. Vital also chairs DHA’s acquisition and development and employee services committees.

Mr. Garner is a certified public accountant with BKD LLP, a national accounting firm in Dallas. He was appointed as a DHA commissioner by Mayor Rawlings in July of 2015. Mr. Garner also chairs the finance and investments committee.

Entrepreneur and civic leader, Jorge Baldor has also recently been appointed by Mayor Mike Rawlings to DHA’s board of commissioners. Mr. Baldor chairs the business development committee.

Mr. Baldor was born in Havana, Cuba and lives in Dallas, Texas. In 2015, he founded The Latino Center for Leadership Development. He most recently founded Mercado369 in the heart of Oak Cliff, a community art center and cafe reflecting the rich culture and history of Latin America from Mexico to Argentina.
