MCLEAN, Va.--(BUSINESS WIRE)--The Small and Emerging Contractors Advisory Forum (SECAF), the premier organization for the small and emerging government contractor community, announced at the recent Executive Briefing the appointment of Curt Anderson (Vice President of Corporate Growth, Strategic Resolution Experts, Inc.) as Chair of the Board. Matthew Agresti (Senior Vice President/Senior Relationship Manager – Business Banking, Bank of America Merrill Lynch) and Sirena Johnson (Partner, Citrin Cooperman) were elected as Vice-Chairs. Mark Melton (Partner, Cordia Partners) will remain as Treasurer, and Richard Pineda (Co-Founder and CEO, Spear, Inc.) will become Secretary. Additionally, Donna Kilbourn (Chief Revenue Officer, Unanet) and Mitchell Ross (President, Puyenpa Services, LLC) were named to the Board of Directors.

Anderson has served on the Board since 2016, built and delivered programs for SECAF for nearly five years, and will continue driving the group’s mission of providing education, resources, and advocacy vehicles that enable the government contractor community’s success and access to federal opportunities.
He succeeds Kathy Albarado, CEO of Helios HR. “It has been a privilege to serve with my Board colleagues of SECAF this last year as we have responded to the needs of our members. I am proud to pass the gavel to Curt who will no doubt lead the organization into our next evolution of our journey. I also want to thank Fran Craig of Unanet and Sue Evans of Evans Incorporated, who served two consecutive terms, for their extraordinary commitment to advancing SECAF’s mission,” said Albarado.
Donna Kilbourn has over 30 years of technical, managerial, and project leadership experience in Information Technology (IT) projects and products. Currently, Kilbourn is primarily responsible for Unanet’s revenue generation through new customer accounts and strategic partnerships, as well as customer account management for over 1,000 organizations. Her broad experience in IT consulting also includes management of the development of an extensive Internet, web-based order tracking system for a global telecom company and many engagements in the areas of strategic IT planning, organizational transformation, IT metrics, and systems design, development and implementation. Kilbourn was previously with Price Waterhouse, where she honed her expertise in financial systems’ controls and functions.
Mitchell Ross is the Principal at Acquisition and Management, LLC, a management consulting firm focused on the public sector. He concurrently serves as President of Puyenpa Services, LLC, a Native American, tribally owned, 8a, hub zone services firm. Ross brings a mix of public and private sector experience leading large, complex acquisition, and management organizations. He previously served as the Director of the Acquisition and Grants Office of the National Oceanic and Atmospheric Administration (NOAA). Ross began his career when he was appointed to the first class of Presidential Management Interns, later joining the Naval Air Systems Command as a career civil servant and U.S. federal Contracting Officer. He later joined BDM International Incorporated, a professional and technical services firm, becoming the Vice President, Corporate Contracts and Procurement.
