By investing early, ICT suppliers benefit from access to a live test bed, both for research and development (R&D) purposes and also as a high-profile demonstrator. They are also able to build closer relationships with the city.

Public private partnerships (PPPs) are the most common financial vehicle for ICT investment. Intermediaries, such as the local university, are an important source of R&D and a channel to additional grant funding.
