Butler will specialize in developing and managing tribal-specific healthcare programs that reduce costs while improving quality of life for Native Americans under the company’s TribalCARE healthcare solution. Butler will also develop customized health insurance programs to assist tribal governments in complying with the Affordable Care Act. He will be located in the company’s Dubuque, Iowa office.
With 16 years of experience servicing tribal nations, Butler has developed employee benefits and wellness programs designed to meet the unique needs of Native Americans. He has written business for or provided consulting services to more than 20 tribal governments throughout the United States.

He is also an active participant in the Native American Financial Officers and Montana/Wyoming Tribal Leaders Council.
