BRISBANE, Australia--(BUSINESS WIRE)--PROACTIS, the specialist in Spend Control and eProcurement, today announced it is providing local advice to government departments in Australia to address controls around Spend Control and eProcurement to meet procurement compliance rules and eliminate breaches of the Financial Management and Accountability Act 1997.
This follows an internal audit by PricewaterhouseCoopers which reveals the government’s Department of Finance and Deregulation failed to meet its own compliance rules in 19 procurements out of a sample of 27 that occurred between 1 July 2009 and 31 March 2010, as reported in SupplyManagement.com.
Speaking with Government bodies in Canberra, PROACTIS CEO Asia Pacific, Paul Waylett, commented: “This report acts as a timely reminder to government agencies that it is essential to continually review, update and improve their eProcurement and Spend Control systems to ensure a high level of purchasing compliance.”
“Most government agencies do attempt, within resource constraints, to monitor compliance but often with mixed results due to factors such as the experience and knowledge of the individuals involved and other demands and priorities put upon their time.”
“Broadly speaking, compliance efforts of individuals are hampered because even when the procurement process is defined, it remains a manual system in many organisations; and it often involves the physical movement of paper documents, demands regular subjective intervention, and provides little visibility of either the transaction or its process until long after such information is useful.”
“Staff must be empowered to perform appropriate steps of the purchasing process. But without built-in controls automatically enforced by a supporting system, it is impractical to expect everyone to understand and comply with all policies and procedures. Controls must be built into every stage of the procurement process, and have the flexibility to enforce the rule book,” continued Paul.
PROACTIS, and its leading business partner in Australia and New Zealand, Eclipse Computing (Australia) Pty Ltd (part of the UXC Group), is meeting government department executives in Canberra to demonstrate how the latest internet technologies, which offer built-in controls, make it practical to ensure organisation-wide compliance with all sourcing, budgetary, and approval policies.
PROACTIS has over 120 public sector organisations using its technology to manage $24bn of spend, 100,000+ suppliers and 30,000 contracts.
PROACTIS Spend Control and eProcurement includes a full suite of modular, integrated cloud-based applications that support all key aspects of the procurement cycle. Each application is built around proven best practices and can be implemented to complement existing financial systems, or they can be implemented together as a comprehensive Spend Control compliance solution.
