A developing country, Albania is seeking closer ties with and eventual accession to the European Union As part of this process Albania signed a Stabilisation and Association Agreement with the EU, which came into force in April 2009, the same month that Albania submitted its application for EU membership. Despite the global economic turmoil of 2008 Albania's economic growth was in line with initial forecasts of 6% while inflation remained within the 2%-4% target band of the Bank of Albania. Albania was one of only two countries in Europe which recorded economic growth in the first quarter of 2009, growing by 0.4%.
Albania's telecom industry has been liberalised and legislation has been recently introduced that adopts regulatory principles found in the EU's regulatory framework for communications, which promotes competition as the most efficient way to offer communications products and services while ensuring universal access. The market's growth potential has attracted international investment into both the incumbent and alternative operators. Future network development is expected in order to support the growing popularity of broadband services.
