A 30 page overview of the sources, locations, and flows of licit and illicit crude and refined product from Northern Iraq and Eastern Syria. From 15-30 October 2014, we have been in contact with more than 20 on the ground participants both in government agencies, companies operating in the oil and gas industry, and small time traders' on the border of Iraq and IS-controlled territory, speaking to them about key recent developments and assessing the various elements of the industry.
As a result, we are able to present here a baseline assessment of the various producing fields, refineries, and pipelines in the Kurdistan region, as well as field-level flows, and a high-level view on which cross-border flows of crude oil and products are significant at this point.
In addition, we address the key developments in the Northern Iraqi region. The single most outstanding development of the reporting period was the increasing integration of the Avana and Baba Dome structures (which are both parts of the Kirkuk supergiant oil field). Both are being integrated rapidly into the pipeline network, allowing for an immediate increase in exports, and a rapid expansion of the local market for oil and oil products. Their integration has also resulted in shifts in both the sources of exported oil (now coming primarily from Khurmala Dome), and sources of local oil (with a large amount today coming directly from Avana and Baba).
We would also note that despite the western media's assertions of $2 to $3 million per day in oil revenues being generated by the Islamic State (IS), it is clear to our sources that if it ever happened at all, it certainly did not occur in the Iraq area of IS territory. Not only was production too low in captured fields (and falling once IS took over), but IS's internal needs would leave precious little for export. Needless to say, the situation is also much worse for IS today, and of the smuggling going on, it is refined products moving INTO the deprived Islamic State regions, not vice versa.
