Cal INDEX Expands and Strengthens Senior Management Team with Appointment of Four Healthcare Technology Industry Veterans

Chief Financial Officer, Chief Privacy Officer, Chief Technology Officer and VP of Marketing and Corporate Communications Join New Statewide, Next-Generation Health Information Exchange for California

SAN FRANCISCO--()--The California Integrated Data Exchange (Cal INDEX) today announced the appointment of four new members to its senior management team. Greg LeClaire joins as chief financial officer from Aetna Inc.’s Healthagen division, where he served as chief financial officer for three companies, including Medicity, Inc., HDMS, Inc. and Population Health IT. John Lee joins as chief technology officer from Oracle Corporation, where he served as vice president of product development. Andrea Leeb, R.N., Esq., CIPP-US, joins as chief privacy officer following her position as assistant managing counsel for L.A. Care Health Plan in Los Angeles, the nation’s largest publicly operated health plan serving more than 1.6 million members. And Doug Hart joins as vice president of marketing and corporate communications from ConvergeHEALTH by Deloitte, where he served as vice president of marketing.

“Andrea has an impressive track record of providing legal counsel on issues related to the privacy and security of healthcare information and building comprehensive and effective data privacy and security programs for such companies as McKesson, UnitedHealth and Medtronic. She will work closely with our management team and board of directors, including Consumer Representative Mark Savage, on privacy and security policies and procedures for Cal INDEX,” said David Watson, chief executive officer of Cal INDEX. “Greg, John and Doug also have the leadership skills, vision, and expertise in healthcare IT, healthcare delivery, and data security and privacy that are critical to ensuring the success of Cal INDEX. Greg LeClaire has extensive experience in finance and accounting and has served as chief financial officer for a number of different start-up and publicly-traded healthcare, technology and manufacturing companies. Prior to his role within Aetna Inc.’s Healthagen division, he served as chief financial officer for ClearOne Communications, Inc., a communications solutions company, and for Utah Medical Products, Inc., a specialty medical device manufacturer. He also has consulted for and served as chief financial officer and vice president of finance and administration for a number of early-stage startup companies. Greg holds a master’s degree in management from Stanford University’s Graduate School of Business and a bachelor’s degree in accounting from the University of Utah.

John Lee has more than 25 years of healthcare and technology industry experience ranging from software engineering to executive management. As vice president of product development at Oracle Corporation, he managed a range of healthcare and life science products, including Proteus Digital Medication Adherence, Phase II Clinical Trial Planning Suite, Drug Safety Analytics Solution, Clinical Development Analytics, and EMR Data Mapping for Cloud. Before Oracle, he served as chief technology officer and chief information officer for MedeAnalytics, where he was responsible for multiple solutions for healthcare providers and payers, data operations and data security. His experience also includes executive management and software engineering positions at Microsoft, Salesforce.com, Sybase and Tektronix. John studied computer science at Oregon State University, Portland State University and the Oregon Graduate Center, with an emphasis on database management systems.

Prior to her role at L.A. Care Health Plan in Los Angeles, Andrea Leeb was senior director, global privacy risk and quality for McKesson Corporation, where she worked on the development of an enterprise privacy program, and revised prior enterprise privacy policies and procedures to comply with the HIPAA Onmibus Rule and the HITECH Act, including enterprise policies and strategies for sharing de-identified and aggregate data. At UnitedHealth Group, she served as chief privacy officer/senior associate general counsel for UnitedHealthcare government programs, which included Medicare, Medicaid and Medicare Supplement products and provided healthcare services to approximately 25 million members in 50 states. In that role, she was responsible for building a comprehensive data privacy and security program, and developing and implementing privacy policies and procedures to ensure compliance with state and federal law, including HIPAA. Before joining UnitedHealth, she served as legal counsel and privacy official for Medtronic, where she was Medtronic Diabetes’s first privacy officer. Andrea received a law degree from Benjamin N. Cardozo School of Law in New York and bachelor’s degrees in science and nursing from Georgetown University in Washington, D.C.

Doug Hart has held marketing leadership roles at a number of healthcare, technology and consumer product companies and has more than 17 years of experience executing effective marketing campaigns. Prior to joining Cal INDEX, Doug led the rebranding initiative and launch of ConvergeHEALTH by Deloitte, which was created when Deloitte Health Informatics, LLC and Recombinant By Deloitte, two business units of Deloitte focused on developing and delivering transformational solutions for the Life Sciences and Health Care market, merged. Before Deloitte, Doug was vice president of marketing and corporate communications for MedeAnalytics, where he oversaw all marketing programs for payers and providers. Before that, he was director of marketing for 4medica, where he drove the strategy around the integrated health record providing inpatient, outpatient and outreach solutions. Earlier in his career, he spent seven years at McKesson in a variety of increasingly senior positions, including senior director of marketing for RelayHealth, a McKesson company. Doug earned a B.S. in electronic engineering technology from the University of Southern Mississippi.
