California ISO Board Appoints Committee to Advise on New Regional Market

FOLSOM, Calif.--()--The California Independent System Operator Corporation (ISO) Board of Governors today appointed eleven members to the Energy Imbalance Market (EIM) Transitional Committee. The committee is comprised of regional stakeholders whose primary role is to advise the Board on a long-term independent governance design for the EIM. Participation in the EIM is voluntary and takes advantage of the ISO’s real-time market to balance demand with the lowest cost generation offered across the participating regions. Both the ISO and EIM participants benefit from the ISO’s grid optimization system that will lower costs, use resources more effectively and facilitate the “portfolio effect” of geographic diversity for renewables.

“All of the outstanding 25 nominees for the Transitional Committee possess a proven reputation for excellence in their areas of expertise and choosing the members was difficult,” said Bob Foster, Chair, ISO Board of Governors. “I am confident the Committee members’ diverse energy backgrounds and regional viewpoints will be extremely valuable as we consider a governance structure for EIM matters.”

The Board advisory committee is composed of 9 members who were nominated by industry stakeholders and two representatives from PacifiCorp and NV Energy, which are expected to participate in the EIM beginning in October 2014 and October 2015, respectively. The members will serve until a governance proposal has been developed and approved by the Board, which is estimated to be within two years after the committee is seated. The committee members are the following:

  • Tony Braun, Braun Blaising McLaughlin & Smith, PC
  • Dede Hapner, Pacific Gas and Electric Company
  • Travis Kavulla, Commissioner, Montana Public Service Commission
  • Kevin Lynch, Iberdrola Renewables
  • Mark Smith, Calpine Corporation
  • Rebecca Wagner, Commissioner, Public Utilities Commission of Nevada
  • Robert Weisenmiller, Chair, California Energy Commission
  • Carl Zichella, Natural Resources Defense Council
  • Natalie Hocken, PacifiCorp
  • Walter Spansel, NV Energy

The attributes sought in committee members included, among others, understanding of regional energy issues and the ability to consider a broad range of perspectives. The candidates were confidentially ranked by each of the seven industry sectors that submitted nominations, which helped guide the Board in its considerations.

As an advisory committee to the Board of Governors it is subject to the ISO’s Open Meeting Policy and stakeholders and other interested parties can participate in its general session meetings.
