The Community Builders Names Patrick Costigan Senior Vice President of Strategic Initiatives

WASHINGTON--()--The Community Builders, Inc. (TCB), one of America's leading nonprofit developers of mixed-income housing, has named Patrick Costigan senior vice president of strategic initiatives. Reporting to Bart Mitchell, president and CEO, Costigan will serve as a member of the leadership team and advance strategic partnerships with major neighborhood-based institutions, such as universities, hospitals systems and public housing authorities across TCB’s portfolio in 14 states and Washington, D.C.

Returning to TCB after an extended leave, Costigan has served as senior advisor to Housing and Urban Development (HUD) Secretary Shaun Donovan since January 2011. While at HUD, Costigan led the launch of the department’s Rental Assistance Demonstration (RAD), helped integrate a number of rental housing recapitalization programs and coordinated HUD’s roles in assisting several housing authorities begin to reposition their aging inventories.

Donovan said Costigan’s activities at HUD, “....particularly on RAD, have been nothing less than remarkable. Because of his stellar efforts, this agency is much better positioned to bring our rental housing system into the 21st century and to address future challenges.”

Costigan originally joined TCB in 2000, when he served as director of national and regional policy and helped establish the organization’s community life work. His new appointment advances TCB’s recently adopted strategic plan, which emphasizes partnerships.
