Ministerial Decree 269 of 1 December 2010, which implements DPR 153 of 2008 and came into force on 16 March 2011, establishes new regulations for the security services industry and defines the minimum requisites for firms that want to operate in the market based on the type of activity they intend to carry out, the geographical area they want to cover, and the level of services they want to provide. The qualitative requirements concern financial-economic capacity, the technologies used, the characteristics of the corporate organizational and management project, and the professional requisites of the key figures (see the Appendix for further details).
- Product technology: the security industry deploys technological systems (alarm systems, video-surveillance equipment, etc.), arms, security vans/armoured vehicles and, for some special services, dogs and dog handlers;
- Use: protection of moveable and non-moveable assets from criminal acts (robberies, holdups, violence) and/or vandalism;
- Client groups: an array of end-clients, mainly government entities, industrial and commercial enterprises, and private citizens
The report does not cover the private investigation and personal security services carried out by investigation or other specialized agencies, nor does it cover the activities carried out by the Italian police forces.
