Accenture Awarded Contract for Kansas Eligibility and Enforcement System

New Service-Based Technology Platform to Integrate Benefits Eligibility Determination Across Agencies

TOPEKA, Kan.--()--Accenture (NYSE: ACN) has been awarded a five-year contract by the State of Kansas to develop and implement a new benefits eligibility system known as the Kansas Eligibility and Enforcement System (KEES).

The new system will provide Kansas with greater integration across human service programs and better meet citizen needs by providing online access to human services and eligibility information as an alternative to office visits. It will also generate savings through more efficient eligibility processing and reduce fraud associated with state benefit programs and Medicaid. KEES, through a flexible and modular technology approach, also will enable the state to more readily and cost-effectively update the eligibility system as citizen needs and government policies change over time.

“In launching this project, Kansas moves to the forefront among states in making technology and process advancements to improve the effectiveness and accuracy of benefit determination,” said Julie Booth, who leads Accenture’s Human Services practice in North America.

The new system will be based on the Accenture Public Service Platform (APSP), which features Service-Oriented Architecture (SOA) that combines commercial and open source application components to meet public agency needs for flexibility and reduction of technological, operational, security and delivery risks. Running on APSP, the Accenture Citizen Self-Service Portal will provide a secure, public-facing online access tool to help connect Kansas citizens to caseworkers and benefit programs. The Accenture Benefits Management System also will be deployed, integrating business services, rules, portlets (web-based applications) and other components using SOA standards and principles.
