Research and Markets: Ukraine Agribusiness Report Q3 2011

A large degree of uncertainty currently hangs over the Ukrainian agribusiness environment, making forecasting difficult. The government has retained quotas on wheat and barley exports, having lifted them on corn. The quotas are set to expire at the end of June, though there is no guarantee the government will not choose to retain them. Their removal will have significant effects on the Ukrainian grains market. At the same time, Ukrainian poultry exports to the EU look likely to get the green light; but when, exactly, remains in the hands of the European Commission. When they finally get the go ahead, large Ukrainian producers will be able to ramp up production significantly.

Key Forecasts:

  • The chief of Ukraine's hydrometeorology centre recently called the climatic environment for grains production in 2011 'very favourable'. We are forecasting wheat production in 2011/12 of 19.8mn tonnes, up 17.8% on the previous year's disastrous harvest.
  • In 2011/12, plantings of spring barley are expected to remain at 2010/11's level or rise by 3% to 3.1mn hectares. Production to come in at 9.9m tonnes, up 16.4% y-o-y.
  • In 2010/11, we are forecasting a y-o-y decline in milk production of 5.8% to 10.5mn tonnes. Over our forecast period to 2014/15, we expect production to decline by 5.1% (on the 2009/10 level) to 10.6mn tonnes.
  • Recent changes to the subsidy system are expected to hit poultry producers. In 2010/11, we are forecasting production of 673,400 tonnes, up 3.5% y-o-y.
