Auxis Government Contract Services Drives Awareness of the Pending Impact of the Business Systems Rule for Government Contractors

PSMJ Resources is the leading authority and publisher for the architectural and engineering field. Aware that the pending Business Systems Rule will have a severe impact on their architectural and engineering clients who contract with the federal government, PSMJ Resources invited Auxis to write an informative article to describe the impacts of the rule. The article defines the proposed rule, describes recent updates, and answers some typical questions posed by chief financial officers, chief executive officers, and federal compliance officers.

This publication is just another step in the Auxis mission to raise awareness of the impacts of the Business Systems Rule. Under this rule, federal contractors who qualify (typically those with contracts over $5 million) will be required to have an internal control system which complies with over 100 control objectives for six key business systems: Purchasing, Accounting, Estimating, Earned Value Management System (EVMS), Government Property, and Material Management Accounting Systems (MMAS). Should a deficiency (failure to meet one key internal control) occur, the government can withhold five percent of contract payments to a maximum of 20 percent for multiple deficiencies. Often, contractors do not realize they have signed up for these requirements because the implementing contract clause is normally included by reference (i.e. just the clause number and title are shown). Additionally, they often feel they will not qualify for “large company” regulatory requirements.
